This story is a metaphor: Some people insist on bizarre opinions with strong words, which is unreasonable. In reality, there are indeed many people who think that the Buddhist precepts are very broad and strict, and that they cannot be fully accepted for a while, so they simply abandon and accept them, and still go through life and death, with no hope of attaining enlightenment. If you cannot accept all of your karma, but do not dare to take precepts because of this, you are wrong on top of your mistake.
